Lahore High Court Orders Removal of Lt. Gen. Munir Afsar as Chairman NADRA

The Lahore High Court (LHC) on Friday annulled the appointment of Lt. General Munir Afsar as Chairman of the National Database and Registration Authority (NADRA), ordering his immediate removal from office. The ruling came in response to a petition filed by citizen Ashba Kamran, who challenged the legality of Afsar's appointment.

Justice Asim Hafeez presided over the case, ultimately ruling in favor of the petitioner. The court declared the appointment of Lt. Gen. Munir Afsar null and void, siding with the argument that the appointment was unlawful. The petitioner contended that the caretaker government had overstepped its mandate by amending the NADRA Act to facilitate the appointment of a serving military officer as chairman. The petition emphasized that interim governments should refrain from making permanent policy changes.

Ashba Kamran's petition specifically requested the court to nullify the amended NADRA rules and declare the appointment of a serving military officer to the post as void.

Lt. Gen. Munir Afsar's appointment as NADRA Chairman was approved by the caretaker federal government in October 2023. The decision followed a summary submitted by the Ministry of Interior, which included three recommended candidates for the position. A notification confirming Afsar's appointment stated that it would take effect immediately, marking the first time a serving military officer was appointed to lead NADRA.

Lt. Gen. Afsar has held several prominent positions within the military, including:

  • Inspector General of Communication and IT
  • Commander of the Pakistan Army Cyber Command

His appointment to NADRA was seen as a move to leverage his expertise in communication and cybersecurity.
